Dennis is absolutely correct in the above.  This includes the reference
to the 9th and 10th amendments.  The courts and the federal
govt. have been ignoring their role for years.  One of their favorite
ways around them has been the money grant with strings attached.
This has been used to effectively coerce the states into allowing
their 10th amendment independent powers to be transferred to
WDC, and in so doing, they have become less independent and more
servile to a power hungry monstrosity.
Time to bring in UltraMan or Kikader the Android of Justice to
do battle with the creature from the Potomac
