On what do you base this? I know we have to take everything the FBI and
especially the A(formerly T)F with a 5 pound bag of salt but there is really
no evidence of that. The quantity of explosive was sufficient to do the
damage and the distruction was consistant with a force from the direction of
the parked truck, according to the 'experts.'  Even if your assertion were
true what would the motive be to hide that? They could just as easily claim
McVeigh smuggled explosives inside and coordinated the explosions to
maximize damage.
