Although Bush and the Democratic congress ended the experiment, empirical
data suggests otherwise. Charitable contributions hit record highs after the
Reagan tax cuts until the 'read my lips' tax increase. Contributions
plummmeted after that and charities were hurting for money because they did
not anticipate the reduction in contributions. Only now are contributions
regaining the levels charaties saw back then. But not because people are
donating in the amounts they were then rather because there are more people
donating due to high employment. Thanks to the Republicans gaining control
of congress in 94.
