In the words of a former member:

Reagan was first elected in Nov. 1980,and took office in Jan. 1981.
Submitted his first budget by Oct. 1981, and it went into effect in Jan.
1982. The effects started showing up in late '82. Congress started
repealing those tax cuts in 1987, after the Republicans lost the Senate. I
consider the "Reagan '80s" to be the period from 1983 through 1987 in the
record books, when his policies had the freest rein.

         Here's that section of the fact sheet. Please feel free to look up
this stuff any time. Page numbers and table numbers, cite the appropriate
pages and tables in my favorite book, '96 version.
