pool fences

I heard something on the radio today about a local charity.  The
organization's goal is not to feed the hungry or provide clothing or
housing for the needy.  Their sole purpose for existing is to provide pool
fences for those who cannot afford them.

It is the law in this state that if you have a pool, you have to have a
fence that keeps the neighbor kids from getting to your pool.  This law is
in place because so many kids drown in pools.

Let's see if I've got this right.  There are people out there who can
afford to buy a house without a pool and have one put in or buy a house
with a pool.  Once they have their house and their pool they can afford
clorine and everything else they need to maintain the pool.

They can afford all this, but they can't afford a fence?

Am I missing something?
