Politicians like to argue for even more influence over people's lives
than they already have.  If they enforced the laws already on the books,
they would have a tougher time convincing people they needed new laws to
further restrict the activities of the people.  It's simple: Don't
enforce the laws already on the books.  When this causes some problem,
argue in favor of new laws.  When you get them, don't enforce them.
This will set up the argument for the next round of legislation.  Job
security for politicians.
