Unfortunately what Trump or any federal entity can do is quite limited.
There are some federal firearm related statutes that might be applicable
but it would still require cooperation from local politicians and law
enforcement. These are state/local crimes and up to the Governor and
Mayor to resolve. Since they refuse, it is then up to the voters to
elect someone that will remedy the situation. The voters obviously like
the rampant crime and violence otherwise they would demand change either
via petition, recall or elections.
